    PPWR: the packaging regulation that forces a redesign of product, data and supplier

    The new European packaging and packaging waste regulation is not a labelling tweak. It affects design, procurement and the information you must be able to prove.

    What changes compared with the previous directive

    The PPWR replaces a directive —transposed differently by each country— with a directly applicable regulation. That legal difference has an immediate practical consequence: national interpretation margin disappears and the same rules apply in every market where you sell.

    There are four main axes:

    • Reduction of unnecessary packaging and empty space.
    • Design-for-recyclability requirements.
    • Minimum recycled content in plastic packaging.
    • Reuse targets in certain formats and sectors.

    The real problem is supplier data

    Complying with the PPWR without a structured packaging master is unviable at scale.

    Most companies discover they cannot answer basic questions:

    • What exact composition does each packaging have?
    • What percentage of certified recycled material does it contain?
    • How much does it weigh per product unit?
    • Which recyclability category applies to it?

    That information is usually scattered across PDF datasheets, supplier emails and spreadsheets nobody maintains.

    Complying with the PPWR without a structured packaging database is unviable at scale. The first useful deliverable is not a report but a packaging master linked to the product catalogue: material, weight, grammage, recycled content, origin and associated documentary evidence.

    Impact on design and cost

    With modulated fees, packaging redesign stops being a compliance cost and becomes recurring savings.

    Recyclability requirements penalise very common material combinations: multilayer structures, inks and adhesives that hinder recycling, or labels incompatible with sorting streams. Redesigning these elements takes months because it involves approval, line testing and, in some cases, changing suppliers.

    In parallel, extended producer responsibility is evolving towards modulated fees: you pay less for easy-to-recycle packaging and more for the rest. Redesign stops being a compliance cost and becomes a recurring savings lever.

    A realistic adaptation plan

    We recommend three phases:

    1. 1.Inventory and data quality: what packaging you have, which items concentrate volume and what evidence is missing.
    2. 2.Risk analysis: which references do or will fail and what the cost of inaction is.
    3. 3.Redesign and procurement roadmap, ordered by economic impact and by the application date of each requirement.

    Companies that start with data move much faster in the following phases. Those starting with redesign often repeat work when they discover the starting information was wrong.
